The Education Article of the Illinois State Constitution, Article X, is one of the briefest in the document. This essay will devote its attention to Section 1, for statements of purpose and policy are often those most subject to ambiguity (deliberate or otherwise), to potential misinterpretation, and to the continued need for debate on public policy.
