This study describes a proposed program of basic movement education for visually handicapped children in the Philippines. It includes an extensive review of the related literature on the physical and motor development of visually handicapped children and the positive effects of training programs on these exceptional children's motor proficiency. The current status of physical education programming for visually handicapped children in the Philippines is critiqued. The general approach to the development of the program includes a description of the trainers, the trainees, and recipients involved; the mode of development in the form of trainers' and trainees' workshops; and the content and structure of the program, including the program materials as contained in the instructional package. Details and results of the practice workshop conducted to ascertain the feasibility of the program are also given. Recommendations for verification and evaluation of the applicability of the program in the Philippine setting are presented.
